The EU’s response to the “Belt and Road” Initiative suggests that the Initiative enjoys a popularity in Europe and Europe expects to get a lift from the rise of Chinese economy and develop economic and trade relations with China by making full use of the various initiatives and mechanisms launched by China. However, to understand the real attitude of Europe towards the initiative, the official declarations of the European countries are far from enough. Therefore, it is necessary to further analyze the motives behind European responses and the potential of the bilateral cooperation between the twosides. In this book, the author has made a concrete analysis on the European responses through multiple field trips and on-set interviews, and then put forward some specific policy suggestions on the future cooperation between the two sides.
Another focus of this book are the risks of building the “Belt and Road” in Europe. It is of great significance to strengthen the awareness of risk prevention in case of emergencies. After all, a stitch in time saves nine. The landmark project, the China-Europe Land-Sea Express Passage, for instance, has encountered a series of obstacles such as the political turmoil of Greece, the political crisis of Macedonia and the refugee crisis of Europe. In addition, the “Silk Road Economic Belt”, which is the land route between China and Europe, also faces an array of difficulties and challenges. The regulation limit, the technological barrier and the lack of mutual trust between China and
Europe have made it difficult for China to build the “Belt and Road” in Europe. In view of this, China should be conscious of the situation and think ahead.

Liu Zuokui, PhD in History (2005), the Senior Research Fellow of Chinese Academy of Social Sciences (CASS) and the Director of the Department of Central and Eastern European Studies, Institute of European Studies, CASS, and the Director of the China—CEEC Think Tanks Exchange and Cooperation Network Office.
Liu currently serves as the Senior Researcher of the Development Research Center of the State Council of China, the Research Fellow of China Foundation of International Studies and the Senior Researcher of Regional Security Center of CASS. He was once the visiting scholar of Mannheim University of Germany (2007), Aoyama Gakuin University of Japan (2009), Polish Institute of International Affairs (2015) and Latvian Institute of International Affairs (2016).
Liu’s major research interests include studies on Central and Eastern Europe, the Balkans, the European Integration, the China-EU Relations, the Quantitative Research such as the Mutual Perception between China and EU and Central and Eastern European Countries, the Turkish Issues, the China-Turkish Relations and the Electronic Governance, etc.

8.The confrontation ofideology
China and the EU have different institutional systems and values， the ideological barrier will exist for a long time.The two sides are lack of cognition in behavior， value and other aspects due to the ideological differences， and it will be a long way to enhance mutual trust.For example， the comments of the Polish public on China are ambivalent， and ideological prejudice always exists.Its Asian policy is sometimes constrained by USA and domestic opposition，also is influenced by ideology and values.No matter which party is in power，there will be no big change.In 2013， Foreign minister of Poland， Sikorski，emphasized in a parliamentary speech， "If China decides to realize political pluralism as some points， Poland can offer its own experience to China."Conservative Law and Justice Party is a party with strong ideology， its policy towards China would follow the tradition of predecessor.When president Duda visited China in 2015， he boarded the plane with a "Red is bad" clothes.The "red" means the Communist Party in the view of Rightists.The Polish citizens considered that Duda was showing his patriotism.
