中國經濟有自身發展的規律，但同時又必然受到世界經濟周期性變化的影響。當前，世界經濟進入技術創新拓展期、全球化紅利遞減期和增長模式調整期，中國原有的依附於全球失衡的增長模式、全球化紅利的分配模式以及與世界既定分工格局相協調的產業模式都必須作出相應的調整。中國共產黨的十八大提出要全面提高開放型經濟水平，習近平主席也多次強調，要更好地統籌國內國際兩個大局，堅持開放的發展、合作的發展、共贏的發展，以更加積極的姿態參與國際事務，共同應對全球性的挑戰，努力為全球發展作出貢獻。

黃衛平，1951年6月生，中國人民大學經濟學院教授，經濟學博士，國務院特殊津貼獲得者，歐盟讓?莫奈講座教授，曾為中共中央政治局集體學習授課。1978年考入中國人民大學，先後完成世界經濟專業的本科和研究生學習，1985年赴歐洲留學，回國後在中國人民大學任教，曾經作為富布賴特高級學者在美國斯坦福大學作研究並在海外從教，曾任中國人民大學經濟學院院長。獲中國高校人文社科優秀成果獎、北京市哲學社會科學優秀成果獎、北京市教學名師獎等。主要研究方向為世界經濟、經濟發展、中國改革與開放。
