2007~2008年全球金融危機暴露了歐盟對金融體繫的宏觀審慎監管和微觀審慎監管存在著諸多問題。在宏觀審慎監管方面，在歐盟層面上沒有一個機構對宏觀審慎風險包括源於宏觀經濟失衡產生的風險進行恰當的分析，微觀和宏觀審慎分析相互割裂，對金融機構之間的依賴性和關聯性認識不足，在金融危機蓄積和發生過程中監管當局缺乏恰當的糾正行動和監管合作。1在微觀審慎監管方面，在現有的監管模式下東道國和母國利益不平衡導致了在金融監管尤其是跨境危機管理上各國有不同的積極性和主動性，成員國不同的監管規則和監管實踐在一定程度上促使了金融機構產生競爭扭曲和監管套利的風險，成員國監管機構之間監管合作和信息交流不夠充分以及分割又不一致的金融監管給跨境金融機構帶來了過多的成本和管理負擔。2為此，2009年9月歐盟委員會提出了歐盟金融監管體制改革的一繫列立法建議，主要內容是設立兩個新的機構：一是歐洲繫統性風險委員會（Europea等
