本書屬中社智庫國家智庫報告繫列，中國是世界減貧事業的積極倡導者和有力推動者，為優選減貧事業作出了重大貢獻。過去近40年，中國在減貧方面取得了非凡的成就，7億多人擺脫了貧困，對優選減貧貢獻率超過70%。中國國務院扶貧辦黨組成員夏更生介紹說，2013至2016年，中國農村共有5500多萬人口脫貧，連續4年實現了每年減少1000萬以上貧困人口的減貧任務，創造了中國扶貧歷目前的很好成績。非洲有近4億貧困人口，面臨減貧發展的緊迫任務。在“中非十大合作計劃”中，中非減貧惠民合作計劃回應了非洲的迫切期待。非洲國家普遍期待學習借鋻中國減貧的成功經驗，早日有效擺脫貧困。中非在減貧合作方面有很大的合作空間。
