In recent years, a key research project at the China Institute
for Re-form and Development where I work has been the
transformation of thegovernment. The Institute has hosted several
important international fo-rums focusing on this topic which have
produced research achievementsand aroused an extensive response. As
a scholar of the Institute, I havedevoted much of my time and
energy to issues related to the study ofthe transformation of the
government. This book presents 37 articles Iwrote or speeches I
gave on this topic between May 2003 and September2005.
