做好翻譯除了依賴廣博的知識為前提以外，學員要繫統地認識和掌握兩種語言特別是外語的規律。說到語言知識，人們容易想到詞彙和語法。當然，這也是語言中素，是必不可少的。但是，語言的表達不素的簡單堆砌。語言表達核心的東西是“意義”，語言的功能在於表達思想，在於對主客事物的分門歸類和表述。人的語言之所以能夠做到這一點，一方面是它的創造性和開放性，另一方面在於它的繫統性。離開了這兩點，語言表達是無法實現的。正是基於上述這樣的考慮，本書在練習材料的組織編寫過程中，既沒有按照語法結構的順序也沒有采用按內容分類的方法進行安排；而是參照繫統功能語言學的理念，按照語言表達的功能體繫進行了劃分，同時也照顧了口譯和綜合考試的特點。按照這一體繫，本書分為1，突出一項功能和任務。這1的主題分別是：行為事物、思想意識、關繫判斷、時間地點方式、因果關繫、否定的表達、數字的表達、情態與意態、轉述、交換、篇章和縮寫。這樣的主題分類一方面可以從內容上看出，另一方面的題目也都作了提示。
我們在講話時，不會有意識地去想，我這一句是要表達我的行為還是我的思想或者什麼其它的方面，但是隻要我們使用語言，我們就要依賴語言所固有的這些特征來表達我們的意思，從一定意義上說，語言的功能分類體繫為我們提供了一個掌握語言使用規律的“路線圖”，它有別於語言的語法分類和知識分類。
本書的主體由1構成，基本上有四個部分。
部分是聽力練習，共兩組。組是10個正誤判斷題，在聽每段錄音之後做出判斷。第二組是10道單項選擇題，是在聽完每段錄音之後選出正確答案。
第二部分是閱讀，文章長度在600到900字，內容涉及國際政治、經濟、貿易、法律、社會、科技等不同領域。閱讀文章前面有一段英文的提示，幫助學員掌握要點。文章後面對難點做了注解，並附有詞彙略表。
第三部分的問答幫助學員進行口語練習，學員可以通過錄音先聽課文的內容，然後回答問題。或者先閱讀課文，讀完再回答問題。

The 1930s Dust Bowl that threatened to turn America’s Great P1ains into a vast desert was atraumatic experience1that led to revolutionary changes in the nation’s agricultural practices，including the planting of tree shelterbelts2（ROWS of trees planted beside fields）and strip—cropping（the planting of wheat on alternate strips with fallowed land each year）.Strip-cropping permitssoil moisture to accumulate on the fallowed strips，while the altemating planted strips reduce windspeed and，hence，erosion on the idled land.
