弗朗索瓦·維克多·塗尚（Francois Victor Tochon）教授，美國威斯康辛麥迪遜大學課程與教學繫世界語言教育組教授，教育及教育心理學哲學博士，課程與教學及應用語言學哲學博士。近20年來，Tochon教授在《教育研究評論》等國際重要學術刊物上發表論文百餘篇，發表專著25部。Tochon教授2010年獲美國教育研究學會（AERA）年度*佳研究評論獎， 2012年獲西班牙格拉納達大學頒發的國際卓越成就獎。其主要研究興趣包括：語言規劃與語言教育政策研究、語言教育哲學、語言符號學以及語言課程與教學研究等。
